Competence to perform high-risk work – risk assessment
Before a student starts his/her WBL we strongly advise that a risk assessment is done by the mentoring teacher and the employer/work mentor. Risk assessment and analysis can help teachers and employers/work mentors to identify jobs that pose a particularly high risk of injury or illness. During the risk assessment the mentoring teacher and employer/work mentor should together asses which tasks the student is competent for and what (s)he should learn during the work placement. A goal with a risk assessment is to prevent unauthorised entry into the danger zones and to document tasks that students are not allowed to perform or equipment that they must not use during the work based learning

Before the students begins his/her work placement we recommend that all 3 parties (student, teacher and work mentor) goes through the questions above. Should the questions above lead to a negative rating the school and company can and should appoint areas of improvement together. These points can also be filled in a template an be re-evaluated at a set time agreed by the school and the company.
Students who do not have the necessary qualifications can sometimes also perform high-risk work as long as they are closely supervised by a competent work mentor. Competence should always be determined by the employer and the mentoring teacher together. It is important to remember that the qualifications required for some jobs are laid down in law and no exceptions can be made that breaks the law.

Mandatory professional Qualifications that should be discussed during the risk assessment
Some jobs require specific professional qualifications. Examples include electrical engineering, the use of explosives and underwater work as well as health care. Mobile and tower crane operators also need to be qualified for the job.
Competence is demonstrated by a certificate, such as a license or a degree.
Students doing work based learning are not allowed to perform tasks that require professional qualifications. The list of tasks that requires personal qualifications may vary from country to country.
