Ministry of Social Affairs and employment (MSAH)
In the Netherlands we have the ARBO (Short for working conditions) law which falls under Ministry of Social Affairs and Employment. The Ministry is responsible social security for everyone.
The Ministry of Social Affairs and Employment is working on fair, healthy and safe work in the Netherlands. Everyone must be given the opportunity to participate and to develop. People must be able to contribute to their own future. If things go wrong, they provide a safety net and if you retire for an income. That is only possible in a country where people are there for each other. The ministers are responsible for, among other things, labor market policy, including migration and free movement of employees, benefits and reintegration, income policy, combining work and care, working conditions policy and inspection thereof. Young worker
In the Netherlands a young worker is an employee who is under 18 years of age. A young worker’s employment must not be hazardous to his/her health or development or hinder school attendance. A young worker must be provided with particularly careful guidance and supervision.
Our Child Labor Regulations describe exactly what a child may do in the workplace. For 13- and 14-year-olds, this may only be incidental work, not regular work. They may not be fully part of the labor process.
For children from 13 to 15 years of age, the rule of thumb is that they may do light, non-industrial activities. For example, cleaning work, babysitting, filling boxes, peeling bulbs and assisting in the ministry. So not really in the industries where we focus on.
Young people aged 16 and 17 are allowed to do all kinds of work, as long as this is not dangerous or harmful to health. They may, however, perform certain risky activities under expert supervision. This concerns, for example, working in an environment where there is a danger of collapse or driving a tractor and coupling or uncoupling trailers or equipment.

Below is a video giving you a short introduction to the Dutch education system
S-BB
In the Netherlands all MBO (intermediate vocational education) students are obliged by law to do a part of their education as an intern or an apprentice at an accredited company. A company can get an accreditation by applying for it at S-BB. This is a Dutch organisation who is closely involved at education and labour market. In the application process the S-BB will visit or call the company and check if the company can offer a safe working place which closely relates to the education. A practical trainer (work mentor) needs to be appointed and given enough time and resources to guide the trainee. Also a close relation with the VET is essential. An accreditation lasts for four years. After this period a company will be reassessed. The accreditation can be withdrawn if the company no longer meets the conditions for approval or other compelling circumstances affecting the interests of the students. For more information on the S-BB you can visit this link: https://www.s-bb.nl/en/about-sbb.
