Under this Ministry, the National Institute for Health and Safety at Work (www.insst.es) develops laws and promote actions in order to implement the safety culture both in companies and with workers of every productive sector in the country. To get this target, we cooperate with the competent department at the Regional Governments. |

Their functions could be summarized as follows:
- To act as a national reference center before the European institutions, transmitting information from OSHA to the Central and Regional Governments.
- To collaborate with international organizations and other relevant public or private institutions acting in the field of occupational safety and health.
- To develop international, bilateral or multilateral cooperation programs on occupational safety and health.
- To inform about the elaboration of the legal norm in the matter of safety and health at work, and answer the questions formulated on the application and interpretation of technical character.
- To prepare guides and other technical documents, as well as develop or collect methodologies and tools to facilitate compliance with PRL regulations.
- To participate in the normalization activities related to the PRL, at national and international level.
- To provide the technical support required by the Labor and Social Security Inspection.
- To provide technical advice to the National Prevention Services, and where appropriate, carry out audits of its prevention systems, in accordance with the specific applicable regulations.
- To promote and develop educational and training activities in PRL and, in particular, encourage the integration of prevention into the educational system by collaborating with the competent Administrations.
- To develop and promote applied research and study in order to contribute to the improvement of health and safety conditions at work.
- To encourage the incorporation of occupational safety and health in national and European R & D & I programs.
- To manage the State Observatory of Working Conditions, making systematic analysis of information on working conditions and health injuries, facilitating the access and use of it and preparing updated status reports.
- To report on the status and evolution of the PRL and analyze the organization and operation of the national occupational health and safety system.
- To promote informative activities regarding PRL.
The Institute shall ensure coordination and support to exchange the information and experiences among the different competent Public Administration
Young workers
In Spain, young workers are considered those aged from 16 so they have to fulfill all the safety requirements at their productive labour.
